The Government has stated that Niger holds untapped potential in the Blue Economy. On 8 July 2021, stakeholders reviewed an action plan to help implement the national strategy — jointly organised by IGAD, the European Union's Economic Commission and the Niger Waterways and Maritime Authority.

According to the World Bank, the Blue Economy is the sustainable use of ocean and water resources for economic growth, improved livelihoods and jobs while preserving the health of the ecosystem. Landlocked nations can benefit from the maritime sector — through a programme grounded in international law — without excessive investment.
